This Presidential Decree enters into force on the date of its official publication.
Résumé

The President, with a view of raising the range and the production output of high-quality competitive foodstuffs with high added value on the basis of accelerated development of the raw material base, construction of new and modernization of existing production facilities with the attraction of foreign investments for deeper processing of agricultural raw materials, creation of modern trade and logistics centers and refrigeration capacities for storage and processing of fruits and vegetables, decrees to validate the Program for further development of raw materials resource base, deepening processing of fruits and vegetables, meat and dairy products, increase of production and export of foodstuffs for the period of 2016-2020. The aforesaid Program contains the following guidelines: (a) expected production indices of the basic agricultural commodities and the development of the raw materials base of the food industry (Annex 1); (b) expected indices for the construction of processing facilities for fruits and vegetables, milk and dairy products (Annex 2); (c) expected production output indices for semi-finished foodstuffs (Annex 5); (d) expected production output indices for finished foodstuffs (Annex 6); and (e) expected amount indices for supply of fresh and processed fruits and vegetables (Annex 7).
