Résumé

The President, with a view of developing family entrepreneurship in horticulture and viticulture, to increase the share of dekhkan farms in agricultural production, decrees to establish that credit funds are provided by commercial banks on the basis of the terms of the program "Each family - Entrepreneur” to dekhkan and family farm enterprises, other enterprises - producers of agricultural commodities for the development of small intensive horticulture, viticulture, vegetable growing and cultivation of melons, legumes, oleaginous plants and potatoes on land under the following conditions: (a) each project is financed in national currency in the amount not exceeding 100 million soums, at a loan interest rate of 14 percent per annum; (b) loans are allocated for small intensive gardening and viticulture with a grace period of up to 3 years for a period not exceeding 7 years, cultivation of melons, legumes, oleaginous plants, potatoes and vegetable growing - with a grace period of up to 6 months for up to 2 years; (c) a policy is provided as a loan collateral loan default risk insurance; and (d) loans are allocated to dekhkan farms on the basis of written recommendation of newly introduced assistant heads of local government. The aforesaid credits can be used by credit recipients for the following purposes: (a) to pay for work performed on the land area, rented or owned, in accordance with agreements on the implementation of projects in this field, specified by this Presidential Decree, concluded with the State Unitary Enterprise "Agroservice operator" under the Ministry of Agriculture or other potential specialized organization, based on the principle of “turnkey basis”; (b) to pay for the introduction of water-saving technologies in small intensive horticulture, viticulture, cultivation of melons, legumes, oleaginous plants, potatoes and vegetable growing, purchase of quality seedlings, planting material, mineral fertilizers, chemical and biological preparations, agricultural machinery (seeders, processing and cleaning units); and (c) to pay for insurance compensation for insuring the risk of non-repayment of the received loan.
