This Presidential Decree enters into force on the date of its official publication.
Résumé

The President, in order to develop the use of renewable energy sources, decrees to introduce the system of "green energy" certificates of the Ministry of Economy and Finance, the Ministry of Energy and the joint-stock company "Uzbekgidroenergo" confirming that electricity is produced using renewable sources: (a) from July 1, 2023 - for electricity produced at hydroelectric power stations in the system of joint-stock company "Uzbekgidroenergo"; and (b) from October 1, 2023 - to approve the introduction of electricity produced using solar, wind and hydroelectric power stations and other renewable energy sources. Establish such a procedure, according to which: (a) one "green energy" certificate confirms the production of 1000 kWh of electricity using renewable energy sources; (b) the Ministry of Economy and Finance (issuer) is the body responsible for maintaining the system of "green energy" certificates, in particular, registering generation facilities, issuing "green energy" certificates, issuing them to generation facilities, and keeping track of their activity; (c) "green energy" certificates can be freely circulated and can be transferred from one person to another according to the procedure or method established by law; (d) "green energy" certificates can be transferred to other persons when electricity is sold or in cases not related to such sale; and (e) registration of generating facilities, issuance of "green energy" certificates with a unique identification number, accounting for their movement is carried out through the unified electronic platform of "Green Energy" certificates based on the requirements of international standards. Starting from July 1, 2023, legal entities and individuals shall be given the right to cover the energy share that is lacking in meeting the requirements for increasing the share of energy produced using renewable energy sources in the amount of energy consumption, determined by the competent authorities, at the expense of the appropriate number of "green energy" certificates. Income from the sale of "green energy" certificates of generation facilities based on the use of renewable sources should be exempted from profit tax.
