This Presidential Decree enters into force on the day of its publication.
Résumé

This Presidential Decree approves the fusion between the Angolan Institution of Standardization and Quality (IANORQ) and the Angolan Institution of Accreditation (IAAC), renamed the National Institution of Quality Infrastructures (INIQ). The INIQ is the body responsible for implementing the Executive's policy in the field of promotion, organization and development of quality infrastructures, the management of the Angolan Quality System (SAQ), as well as the recognition of the technical competence of the conformity assessment bodies, operating in the market, in line with best practices and international standards. Its Statute, consisting of 24 articles divided into five Chapters and 3 Annexes, establishes composition, duties and responsibilities of the INIQ, entitled to: a) Carry out certification, inspection and verification of quality, respecting international practices and standards; b) Establish a National Conformity Assessment Programme; c) Monitor for quality and conformity in the national market, for regulated products, through procedures and practices based on technical standards; d) Represent national interests; e) Develop standardization, metrology, accreditation, technical regulation and conformity assessment; f) Promote awareness of standardization, metrology, etc., in order to contribute to increased productivity in various sectors of economic and social life; g) Develop cooperation and service provision activities with national and foreign entities in the field of quality infrastructure; h) Act as a Technical Barriers to Trade — TBT, at national level and with the International Organization for Standardization — ISO and the World Trade Organization — WTO, within the scope of technical standards and regulations; i) Coordinate standardization activities at the national level; j) Promote the establishment and activities of sectorial standardization bodies; k) Qualify and recognize INIQ delegates functions within the scope of standardization; l) Manage the National Metrology Laboratory, ensuring the realization, maintenance and development of national standards; m) Ensure legal metrological control of measuring instruments and recognize entities with powers to exercise such control, etc.
