Presidential Decree No. 463 “On improvement of the procedure for expropriation and allotment of land”.

The President, with a view of improvement of the procedure of expropriation and allotment of land, decrees to exonerate from payment of the state fee for issuance (registration) documents for land plots allotted to legal entities for agriculture and forest management until January 1, 2020 agricultural organizations, state forestry institutions, organizations of local executive and regulatory bodies, whose competence includes forest management. Land tenants, prior to decision-making related to expropriation of a land plot for public needs and the demolition of objects located thereon shall be granted the right to use land plots, to exploit and improve the immovable property located thereon without consideration of restrictions imposed by the urban land-use planning regulations related to perspective development of urban areas (territories subject to reconstruction, transformation).
