This Presidential Decree enters into force after its official publication.
Résumé

The President, with a view of improving coordination of forces and means of state bodies and other organizations ensuring the regime of emergency at the moment of introduction thereof, decrees to determine the procedure for organization of the functioning of the governing bodies at the moment of introduction on the whole national territory or parts thereof of the state of emergency. The main tasks of the governing bodies are: (a) organizing and monitoring the situation on the territory, where state of emergency has been declared; (b) planning activities to ensure implementation defined in the decree of the President of the Republic of Belarus on the introduction of state of emergency, emergency measures and temporary restrictions (suspensions), as well as control over their implementation; (c) organization of the interaction of forces and means that ensure the regime state of emergency; (d) organization of notification of state bodies, officials responsible for the implementation of emergency measures and the public on the procedure for the implementation of measures, temporary restrictions (suspensions), applied in a state of emergency; (e) coordination of work to prevent, detect and suppress violations of the state of emergency by citizens and organizations, as well as other illegal activities in the territory where declared a state of emergency; (f) organization of interaction with national bodies, state administration, local authorities and self-governments operating in the territory where state of emergency is declared, as well as with the media; (g) coordination of activities of local authorities and self-government for financing and logistical provision of work related to the elimination of the consequences of emergency regulations, as well as preparation of proposals to the Government of the Republic Belarus for additional financing of activities for ensuring the state of emergency; (h) organization of management of forces and means involved in ensuring the state of emergency; and (i) organization of registration of persons involved in ensuring the regime of state of emergency, and financial expenses for activities to ensure the state of emergency.
