This Presidential Decree enters into force on 1 January 2011.
Résumé

This Presidential Decree regulates licensing some types of economic activities, in particular it establishes licensing terms and conditions for the manufacturing of veterinary drugs. The following requirements are set forth for the manufacturing of veterinary drugs: (a) availability on the right of ownership, economic management, operational management or other legal basis of production facilities, warehouses (storage facilities), corresponding to the conditions established by regulatory legal acts, including those mandatory for observance of requirements of technical regulatory legal acts, for release of qualitative veterinary preparations, their storage, wholesale and retail trade; (b) equipping production with technical means to ensure manufacturing, wholesale and retail trade of veterinary drugs in accordance with the requirements of regulatory legal acts, including those mandatory for compliance with the requirements of technical regulatory legal acts, and for producers of alcohol-containing veterinary drugs - also the availability of the required technological equipment owned by: a legal entity, a foreign organization on the basis of the right of ownership, economic management or operational management; and individual entrepreneur on the basis of the right of ownership; (c) for wholesale and retail trade of veterinary products - availability of warehouses (storage facilities) complying with veterinary and sanitary rules on the basis of ownership, economic management, operational management or other legal basis. The license requirement (condition) imposed on the licensee is compliance with the requirements and conditions established by regulatory legal acts, including those mandatory for compliance with the requirements of technical regulatory legal acts, with regard to the quality and conditions of work and (or) provision of services in the field of veterinary activity. A special licensing requirement and condition for the production of veterinary drugs, wholesale and retail trade of veterinary drugs is the storage and (or) trade of veterinary drugs from warehouses (storage facilities) specified in the license.
