Résumé

This Decree introduces measures for the control of classical swine fever in conformity to Council Directive 2001/89/EC and the Annexes connected thereto. Its provisions shall apply to pigs, meaning any animal of the Suidae family, including feral (wild) pigs. The presence or suspected presence of classical swine fever are compulsorily and immediately notifiable to the competent authority, in compliance with the provisions of Presidential Decree No. 133/1992. In case of suspected presence of classical swine fever in pigs on a holding and in those cases that the presence of the disease is officially confirmed, the rules and procedures prescribed by this Decree for the epidemiological enquiry, destruction and incineration of infected animals and the demarcation of protection and surveillance zones, shall apply. The Decree provides also for the diagnostic procedures and bio-safety requirements, the use, manufacture and sale of classical swine fever vaccines, the emergency vaccination in pig holdings and on feral pigs, the drawing up of contingency plans. Since previous experience showed that feeding catering waste to pigs can constitute a risk of spreading the classical swine fever virus as a result of lack of effectiveness of the treatment control measures, the Decree prohibits its use for feeding to pigs. In addition, because of its particularly dangerous nature, catering waste from international means of transport shall be destroyed. The Decree provides also for a completion of article 3 of Presidential Decree No. 133/1992, by adding a provision regarding scarpie disease.
