Résumé This Decree states that, in accordance with the Article 4 of the Montreal Protocol on substances that deplete the ozone layer to the Vienna Convention for the protection of the ozone layer, the import of controlled substances from any State not party to this Protocol and the export of controlled substances to any State not party to this Protocol are prohibited. In addition, the Council of Ministers in conjunction with the relevant state authorities shall take measures regarding import and export of ozone-depleting substances.
