This Presidential Decree enters into force on the day of its publication.
Résumé

This Presidential Decree approves the Strategic General Bases for the Pre-salt exploitation. The discovery of Brazilian Pre-salt aroused the interest of international oil companies to explore oil blocks with potential in Angolan Pre-salt areas because of the similarity of the geological characteristics of the continental margins of Angola and Brazil. In this regard, studies were conducted to evaluate the existing resources in the Pre-salt Kwanza basin in order to investigate its oil potential. These Strategic General Bases, are applicable to layers of sedimentary rocks that occur below a thick layer of salt on the continental shelf and aim in particular at defining recommendations, at maintaining the strategy and the legal and contractual arrangements currently in force, at approving the legal and regulatory framework on local content, forms and intervention spaces in the various segments of the oil industry, and the Research and Technology Center establishes strong partnerships with the universities in the country.
