Résumé The President, for the purpose of reduction of the amount of disposal (burial) of waste and prevention of negative environmental impact thereof, and also for the purpose of increase of recycling, decrees that producers and suppliers must ensure collection, processing and (or) management of waste and packages by one of the following means at their choice: (a) application during the calendar quarter (reporting period) of their own system of collection, disposal and/or use of waste products and packaging materials with a presentation to the government agency "Secondary Material Operator" of information on the performance of the obligation to ensure waste collection during the reporting period; and (b) conclusion of contract with the operator on organization of collection, processing and/or use of waste and packaging materials and deposit into bank account of the operator of fees for the organization of collection, processing and/or use of waste and packaging materials. Mandatory condition of the contract is to provide the operator with information on compliance with obligations. Manufacturers of plastic shall be exonerated from the obligation of waste collection on condition that beginning from 2021 they will use at least 35%, and beginning from 2023 they will use 40% of plastic waste collected on the territory of the Republic of Belarus and recycled plastic.
