Résumé The President, for the purpose of protection of life and health of the population , improvement of state regulation over the circulation of alcohol products, decrees as follows :1). The Government and Regional Executive Bodies must make arrangements for the improvement of organization and realization of state control over the circulation of alcohol products. In their practical activity the above-mentioned institutions must proceed with the assumption that alcohol products that are in circulation in the sphere of wholesale trade and retail trade are considered of legal origin only in the presence of the following registration forms, financial and transportation documents and documentation acknowledgement of the following parameters : a). Compliance with standards, sanitary and hygienic regulations and norms. b). Authorization (permit) entitling the holder to carry out the activity connected with the circulation of the above-mentioned products. c). State registration of the above-mentioned products (beginning from 1 January 1997). d). legal grounds for their production on the territory of the Russian Federation (from 1 March of 1997) or legal import of the alcohol products of foreign origin into the Russian Federation. 2). Regional Executive Bodies and local administration must examine the restrictions currently in force and, in case of necessity, to introduce the new ones regarding retail trade of alcohol products for the purpose of protection of public health, social security and moral norms of behaviour.
