The Plan contains general principles and rules in connection with the functioning of the National Health Service and the objectives to be attained in the sanitary sector. Point 4 of the Plan is particularly significant, since it underlines the relationship existing between human health and the environment. The Plan outlines the objectives to be attained, priorities and initiatives to be undertaken in this sector (education and research programmes, for instance), taking into particular account the following issues: (1) climate change and ultraviolet radiation; (2) air pollution; (3) potable water shortage; (4) bathing waters; (6) noise pollution; (7) waste disposal; (8) specific hazardous substances, such as asbestos; (9) electromagnetic pollution. Further, Point 5 of the Plan is devoted to food safety and animal health. This part of the Plan describes the national conditions as regards animal health. It outlines the strategy and objectives to be attained in this specific field, giving particular regard to the framework established at Community and international level. Priority is given to the following aims: (a) definition of a food safety and animal health and welfare policy; (b) reduction of risks resulting from food consumption by ensuring high levels of food hygiene and safety.
