All fishing vessels carrying Dissostichus spp. and at least 50 percent of fishing vessels that enter their ports carrying species other than Dissostichus spp. that were harvested in the Convention Area and that have not been previously landed or transhipped at a port shall be inspected. There is established a priority of inspection for vessels not carrying Dissostichus spp. This Measure sets out criteria and procedures of inspection. Inspections shall be carried out in accordance with international law, and shall be conducted within 48 hours of port entry and shall be carried out in an expeditious fashion. Contracting Parties shall deny entry into ports or prohibit landing or transhipping the catch in certain circumstances or take other monitoring, control, surveillance or enforcement action of equivalent or greater severity in accordance with international law. All port inspection reports shall consist of the completed template provided in Annex 10-03/A and, if it is determined that harvesting activities were conducted in the Convention Area, the port inspection report will include the completed template provided in Annex 10-03/B.
