The Law consist of 41 articles, divided into 7 Chapters: General Provisions (I); Responsibilities and Competencies (II); Certification (III); Plan Protection Affairs (IV); Elimination of Pests (V); Importation of Plants and Plant Products (VI): Miscellaneous Provisions (VII). The main objectives of this Law include: to improve plant protection, protection of environment, and quarantine of plants; to prevent introduction of pests and their outbreaks in the country; to improve food security; to facilitate trade of plants and plants products; to ease economic development; to observe intergovernmental conventions and international standards on plants protection; to comply with regulations of World Trade Organizations on plant protection. The Department of Plant Protection and Quarantine is the authority responsible to implement the provisions of this Law and the Ministry of Agriculture, Irrigation, and Livestock is the authority responsible to monitor the compliance with this Law. The Department of Plant Protection and Quarantine also has the following authorities and responsibilities: prevention of introduction, existence, and outbreaks of pests; issuance of certification for plant quarantine; protection of growing plants, wild plants, plants products and their reserve in the country; inspection and monitoring of endangered plants and affected areas; control the outbreaks of pests; increasing public awareness on impacts pests on human safety; improvement of the methods of plants quarantine; update in plants protection standards based on intergovernmental agreements; construction of new laboratories; provisions of education and research programs. The Law establishes a High Committee of Plant Protection and Quarantine which is responsible to announce the emergency situation for plant quarantine when necessary. Importation of plants and plant products is only responsible with an official permit. All the cargos entering the country, or passing through the country should be inspected. The Department should prepare a list of pests which may exist in the country. Farmers or agricultural field’s owner shall inform authorities about existence, or the probability of the existence of pests in their fields. Texte intégral Farsi Site web 180.94.71.228
