Résumé

The Act provides an overview of the legal framework and regulations surrounding plants in Thailand, defining terms related to plants, such as "plant variety" and "seed". It also establishes the roles and responsibilities of different entities, such as the Minister of Agriculture and Cooperatives, the Plants Committee, and the Director-General of the Department of Agriculture. The Act covers the application for and issuance of licenses for controlled seeds, including the criteria and procedures for obtaining and renewing licenses. It also outlines the duties of licensees in relation to controlled seeds, such as the prohibition on certain activities. The Act specifies that it does not apply to government agencies and state trading enterprises that are established for non-commercial purposes.
