The Royal Government may issue regulations for purposes of this Act, declare infected areas, prohibit import in Bhutan of certain plants and goods, and prescribe quarantine and other pest control measures (sect. 5). Plants, plant products, goods, soil, packages, etc. listed in section 6 are considered to be subject to plant quarantine. No person shall land any plants in Bhutan except through designated entry points. Remaining provisions deal with powers of the Government, exclusion of liability for damage, and prescribe penalties.
