On land which has in any year borne tobacco of the type known as light flue-cured leaf, no tobacco shall be planted by any person in the following two years, except with the consent of the Director of Agriculture. On land which has within any period of twelve months borne tobacco of the type known as light flue-cured leaf, no other crop shall, except with the consent of an officer of the Minister of Agriculture, be planted by any person within the same period of twelve months.
