Fruit from other parts of the United States or passing through the United States shall be accompanied by a certificate of the plant protection service of the country of export stating that that fruit does not originate from the State of Florida or any other place where the occurrence of the Mediterranean fruit fly has been reported and that the fruit has been examined at the place of export and that it is free of disease and insect pests.
