The Act supplements Regulation (EU) 2016/2031 of the European Parliament and of the Council on protective measures against pests of plants, and its implementing and delegated acts, as well as the implementing and delegated acts of Regulation (EU) 2017/625 of the European Parliament and of the Council on official controls and other official activities performed to ensure the application of food and feed law, rules on animal health and welfare, plant health and plant protection products. The Act lays down rules concerning the powers related to prohibitions and plant pests mesures, including quarantine and forest protection measures; official controls and inspections; assistance from the police authority; compensation in case of eradication or containment of quarantine pests; offences and penalties; etc. Official controls shall be carried out by the Swedish Agricultural Agency (Jordbruksverket) and other government authorities according to regulations issued by the government.
