Résumé This Act is divided up into 16 sections and regulates the control of pests and diseases found in plants and seeds in Manitoba. Section 3 deals with powers of an inspector that includes looking for diseased or infested plants or seeds, preventing their spread and ordering their destruction. Section 4 prohibits a person from acting as an agent or salesman for a person operating a nursery outside the province, unless, they are registered in respect of that fiscal year with the minister as an agent or salesman. Moreover the owner, operator, manager, occupant, or lessee, of every nursery shall register his nursery with the minister, and the fee for registration and renewal shall be as prescribed in the regulations (sect. 7). Section 8 and 12 sets out certification of nursery stock. The procedures when disease is found in a nursery are set out in section 9-11, section 13 deals with penalties. The minister may establish a committee to be known as: 'the Advisory Committee on Tree Protection' by virtue of section 15(1). Finally section 16 empowers the Lieutenant Governor in Council may make such ancillary regulations and orders as are necessary.
