"Plants" shall include seeds of plants. "Quarantine pest" here means a pest dangerous to plants but not yet in existence in Myanmar, or however not widely spread, but that needs to be controlled. Section 4 provides for certificates for the importation of plants, products, and "beneficial organisms (defined in section 2). Section 6 provides for application for phytosanitary certificates for exportation of plants or plant products. They shall be issued by the Myanma Agricultural Service.
