The purpose of this Act is to enhance the safety of vessel traffic and prevent environmental damage generated by vessel traffic. Pilotage services may be provided and pilotage activities engaged in only by the pilotage company referred to in this Act. The pilotage company shall offer the pilotage services referred to in this Act in the compulsory pilotage areas referred to in section 5. The pilotage company shall be prepared to provide services also in emergency conditions as separately ordered by the Ministry of Transport and Communications. The Act also provides for liability for damages of the pilotage company. Derogation from provisions regarding compulsory pilotage may be granted by the Finnish Transport Safety Agency for special reasons including the protection of the environment.
