Part 2 specifies the requirement for licence. The Minister may, on application by a person, issue or renew, or refuse to issue or renew, a licence under this Act. The Minister may renew a licence despite the fact that application for renewal of the licence was made after the end of the previous term of the licence. In addition, The Minister may: a) exempt a class of persons or petroleum products from the application of this Act or a specified provision of this Act unconditionally or subject to specified conditions; and b) vary or revoke a notice under this subsection. The Minister may, by notice in writing to a person: a) exempt the person from the application or a specified provision of this Act unconditionally or subject to specified conditions; and b) vary or revoke a notice.
