It applies equally to pesticides in trade and pesticides received as donations. It shall not apply to household pesticides. Part two of the act provides for the administration aspects of pesticides, including the institution of a Registrar of Pesticides with various functions among which the registration of pestices, the adoption of measures for the protection of human, animals and environment against pollution resulting from pesticides etc.. and a Pesticides Management Board in charge for advising the Minister on matters relating to pesticide management and implementation of this Act. Also a Committee of Technical Experts is established, whose function is to provide technical advice and recommendations to the Minister, the Board and the Registrar. Part three is dedicated to the provisions concerning the obligation of and the procedure for the registration of pesticides, according to the terms of the Act, in order to deal with with them in whatever way. Part four covers other aspects related to the life-cycle of pesticides and so their packaging, storage, labelling, disposal are treated here as well as the obligation of their use as prescribed by the Act. Part five faces the keeping and maintenance of a register of pesticides, a register of licenses and other registers as may be prescribed in regulations and lists all the information that must be included therein. Part six provides that the Minister may appoint a competent person to be a designated pesticides analyst and designate one or more suitable laboratories to be officially utilized for purposes of pesticides analysis under this Act. Part seven establishes that the Minister appoints pesticides enforcement officers, whose powers of inspection, examination of documents, taking of samples, seizure support their role to ensure compliance with this Act. Part eight and nine are dedicated to the provision of offences, penalties and charges under this Act while part ten provides for the pesticides appeals tribunal. Finally, part eleven foresees the possibility, for the Minister, make regulations or issue an order or notice (all listed in this part) to give effect to any of the purposes of this Act.
