These Regulations prescribe that storm water shall to be deposited without written authority of the Permanent Secretary for the Department of Works and Engineering, and prohibit the discharge of specified effluent in the canal, prohibit development within 14 feet of edge of canal above the ground and restrict development in adjacent areas. Development in the adjacent lands under these Regulations requires a permission of the Permanent Secretary. Regulation 10 defines responsibility for any development that takes place in contravention of these Regulations or of any condition imposed in accordance herewith the owner and occupier of the land on which the contravention takes place.
