The Association shall be managed by a Committee established under section 5. Functions of the Committee are outlined in section 12, and include the making of loans to papaya growers. Every papaya farmer who applies to and satisfies the Committee that either he or his predecessor in title has produced from his land not less than 100 boxes of papaya during the crop year preceeding the date of application shall be registered as a member of the Association (sect. 15). Membership of the Association shall cease if during three consecutive years less than 100 boxes of papayas are delivered to the Association.
