Rules 3 to 28 deal with import, Rules 29 to 33 deal with the export of plants or plant materials or insecs. Import of specified material requires a special permit (Rule 4). Arrival of plant material shall be notified by an importer (Rule 6). Rule 8 deals with foreign certificates of inspection. Rule 12 provides for the importation of insects and other animals, pests, plant diseases and cultures for scientific and similar purposes. Rules 14 to 28 specify import restrictions or prohibitions for potato, rubber, sugarcane, tobacco, citrus plants, coffee plants, seeds and beans, banana, coconut, groundnut, maize, tea, alium, cocoa, soil and rooted plants, and (American) cotton.
