The Special funds income will be on a levy basis, and the General fund income will be 10 percent of the special funds income. Funds will be managed by the Executive Board of the Ornamental Plants Council that will appoint committees for the decision of the amount of tax to be set for the species. The council has the power to institute more funds for other species. The Special funds targets are: (1) The marketing of the species and the financing of management expenses. (2) The financing for research, production and packaging enhancements, planning and inspection of production quotas. (3) The compensation for growers of plants that have not been exported for administrative reasons. (4) The financial and operative regulation of stocks for exportation.
