Furthermore, it establishes competent authorities as well as compensation to plant owners. Article 4 establishes that the Plant Commission shall be in charge of the control against plant diseases, issue decrees prohibiting the cultivation of certain plants, set out compensation for clearing and other damages, and authorize methods of treatment.
