Résumé

This Ordinance regulates the conditions and the order for carrying out field archeological excavations; the registration of the special technical means during the performance of field archeological excavations and the possibilities for their use. The field archeological research is a scientific research activity. The subject of the field archeological researches are immovable and movable archeological cultural values (as defined in article 146 of the national Law on cultural heritage). The field archeological researches shall be carried out in earth layers, on their surface, on the land and under water. The objectives of the field archaeological research are: search, research and assessment of the scientific and cultural value of the archeological sites; observation of the archeological cultural values; popularization of the archeological cultural values. The field archeological research shall consist of the following consecutive stages: field study; processing and analysis of the materials discovered in the field and of the received data and observations; interpreting the results; publication of the results of the survey; popularization of the study. At all stages of the archaeological research the interdisciplinary approach shall be applied. The field research shall be carried out only with a permit. In field archaeological research: 1. the sites are surveyed in the context of their surroundings; 2. the study of the archeological site shall not cover a larger area and volume than is necessary for the purposes of the research and observation; 3. non-destructive methods and techniques are applied as a matter of priority; 4. a full archaeological study by excavation is permissible in: (a) objects threatened with destruction; (b) the need for integrated conservation; (c) planned excavations for solving a specific scientific task. In methodological relation the field archeological researches are of three types: 1. excavation of archeological sites; 2. archaeological observation; 3. archaeological excavations. In organizational terms, the field archeological excavations are: 1. regular – if planned for the purpose of solving a certain scientific task or for the needs of the integrated conservation of immovable archeological value; 2. rescue - shall be carried out in case of necessity for partial or complete use on the terrain of immovable archeological value, in case of risk of its destruction, including those, which shall be carried out in case of unforeseen discovery of archeological value, which requires immediate.
