Résumé

This Order determines the method for implementation of international standard for determining conditions for determining areas free from plant pests/harmful organisms no. 4-given in Annex of this text. This standard prescribes criteria for the National Plant Protection Organizations of importing countries to categorize consignments in accordance with the risk of the occurrence of a harmful organism, when the import conditions are taken into account. Such categorization helps in deciding whether a pest risk analysis is required and whether a phytosanitary certificate is required. The first stage of the categorization depends on whether the consignment has been processed and, if so, it takes into account the method and degree of processing to which the product was subjected before it became an object for export. The second stage of categorization takes into account the purpose of the shipment after importation. Harmful organisms that cause spoilage, or harmful organisms that were on the product before it was processed, are not covered by this standard.
