The Guidelines set out measures to achieve the overarching goal of enabling citizens to live in a clean and orderly environment through sustainable development, environmental quality and biodiversity, sustainable use of natural resources, public participation in decision-making and environmental awareness. The Guidelines envisage a number of major reforms, the main ones being: (1) with the introduction of the financing model, "the natural resource tax returns to nature", the objective of the natural resources tax would be implemented - to promote the economically efficient use of natural resources, limit environmental pollution, reduce the production and sale of polluting products, promote the introduction of new, environmentally friendly technologies, support sustainable economic development, and financially ensure environmental protection measures; (2) improving the legal framework for the use of subsoil and strengthening institutional capacity, ensuring effective state management of subsoil and protection of subsoil; (3) development of the regulatory framework for the application of the deposit system to beverage packaging; (4) setting requirements for the provision and use of water management services (water supply and sewerage) in municipalities; and (5) increasing the scientific potential in conducting research necessary for the environmental protection sector, ensuring the availability of scientific works and research to the public.
