District (provincial, regional and territorial) fishing inspections are authorized to issue fishing licenses and licenses for other aquatic species subject to catch (harvest) in compliance with written application forwarded by an enterprise, collective farm or organization (in accordance with the Annex 1). Fishing licence is issued for each team (group), vessel and fishing gear. Fishing licence for industrial fisheries is the only document authorizing catch (harvest) outside coastal fishing area. Fishing licenses are issued exclusively to the representative of the fishing organization. Fisheries must be carried out in strict observance of the Fisheries Regulation, fishing gear must be marked in such a way as to make possible its identification.
