The State Seed Inspection shall carry out the state inspection of all the economic entities in the sphere of seed-growing engaged in production, procurement, processing, storage, trade and utilization of seeds and planting material of agricultural crops as regards the observance thereby of technological requirements set for ensuring purity of variety and sowing quality of seeds and planting material, keeping record of graded sowing, legalization of the documentation regarding the introduction of seeds and planting material . Only the state seed inspections at the national and regional levels shall be authorized to issue seed and planting material quality certificates for import and export operations. The State Seed Inspection shall carry out the following functions: 1) the correct definition graded, hybrid and sowing qualities of seeds and planting material of agricultural crops; 2) inspection of works at all stages of production, harvesting and post-harvest treatment of seeds and planting material of agricultural crops subject to certification; 3) sampling for the purpose of the definition of sowing quality of seeds and planting material of agricultural crops subject to sale; 4) ensuring supervision over the annihilation of seeds of agricultural crops recognized as useless for feeding and fodder.
