The Regulation is applicable to the forests of the regions of the Eastern Siberia except for the forests of the Baikal lake basin. The forests of the Eastern Siberia are sub-divided into mountain forests and flat land forests requiring autonomous regime of forest management. The present Regulation envisages a system of felling ensuring: a) continual, inexhaustible and rational use of forest resources; b) conservation of forestation conditions necessary for timely and efficient reforestation with precious species on cutting areas; c) conservation of water protection and soil protection properties of forests, prevention of soil erosion on mountainsides. In the forests of the Eastern Siberia depending on natural particulars and end use of forests shall be carried out three systems of main use felling: 1) selection felling; 2) gradual felling; 3) clear felling.
