This Order enters into force on the date of its official publication.
Résumé

In case of identification administrative offences Chief State Phytosanitary Inspector and regional state phytosanitary inspectors must draw reports in accordance with the form contained in the Annex 1. If the offences are committed by a group of persons a separate report shall be drawn for each person. The report on an administrative offence shall indicate: the date and place of its compilation, the position, surname, name, and patronymic of the person who made the report; information about the person who is being brought to administrative responsibility (surname, name, patronymic, year of birth, place of residence, series, number, date of issue of the document certifying the person, and the authority that issued it); place, time of commission and the essence of an administrative offense; a legal act that provides for liability for such an offense; surnames, names, patronymic, residence of witnesses and victims, if any; explanation of the person who is being brought to administrative responsibility, other information necessary for the decision of the case. If the offenсe has caused pecuniary damage, this is also stated in the report. A person who is being brought to administrative liability has the right to submit explanations and remarks regarding the content of the protocol, as well as to explain the reasons for his refusal to sign it. Such explanations and comments are appended to the protocol, which is preceded by a corresponding entry indicating the number of sheets in which these explanations and remarks are given.
