Résumé

The President of the Federal Forest Service, for the purpose of carrying out its functions regarding forest management, state regulation and control over use, protection and reproduction of forest, orders to validate the Model Regulation on regional, provincial and autonomous regions' forest departments. Regional, provincial and autonomous regions' forest departments make part of the system of the Federal Forest Service (ROSLESHOZ), that is the central federal executive body in the field of forest management. Regional, provincial and autonomous regions' forest departments carry out their activity through dependent forestry and other forest institutions. The main tasks of Regional, provincial and autonomous regions' forest departments are: 1) securing permanent, persistent, inexhaustible and rational use of forest resources, preservation and multiplication of forest resources, strengthening of protective, water safeguarding, recreational and other helpful forest functions; 2) safeguarding as regional as federal interests while regulating the use of forestry resources, reproduction and protection of forest; 3) improvement of economic methods of forest management; 4) elaboration of the main directions of forest policy as regards forest management at the regional, provincial and autonomous regions' level on the basis of the scientific and technological achievements, advanced foreign and national experience; 5) participation in the elaboration of the main directions of the federal policy in the field of use of forest resources, reproduction, protection and development of forestry.
