Résumé This Order regulates fisheries in the EEZ, territorial sea and continental shelf of the Russian Federation in the Pacific Ocean, Arctic Ocean, Bering Sea, East Siberian Sea, Sea of Japan, Sea of Okhotsk and Tchukotka Sea within the boundaries of Magadan region. It regulates catch of fishes and other living resources, and also exploration, research, storage, processing and transportation thereof except for marine mammals. Fishing inspection shall regulate fisheries and shall issue fishing permits. Fisheries shall be carried out within the limits established by the government of the Russian Federation on the basis of total allowable catch for each fish species and for each fishing area. Fishing organizations must mark fishing gear, inform fishing inspections of the amount of catch for each fish species by 2 and 17 of each month and grant access to the fishing inspectors to the fishing areas. It shall be prohibited: (a) to accept catch of one species under the name of another species or without the specification of the composition of catch, and to accept and deliver the catch without weighing; (b) registration with the distortion of data regarding the amount of catch, fishing area and the type of fisheries; and (c) to have on deck of the fishing vessel fishing gear that is prohibited in a given fishing area and in a given fishing season; (d) to use explosives, toxic substances, narcotics, piercing fishing gear, firearms and pneumatic arms except for cases coordinated with the fishing inspection; and (e) to discharge from the fishing vessels hazardous substances, waste water and other wastes. The following fishing gear and fishing methods shall be prohibited: (a) to use fishing hooks for the catch of salmonids; (b) to use sweep-nets at a depth of less than 20 metres all the year round; (c) to put nets in staggered rows; (d) to use ground sweep-nets for Alaska pollack in all the fishing areas; and (e) to use any other fishing gear than traps for crab fishing.
