Such commissions shall be established at the regional level, and shall make decisions in accordance with the conclusions of scientific fisheries research organizations and basin fisheries institutions. Each commission shall carry out the following functions: (a) set quotas, terms, locations and other conditions for catches of anadromous fish; and (b) allocate anadromous fish and their natural habitats to legal persons and individual entrepreneurs that have concluded contracts for the allocation of fishing areas.
