Résumé This Order establishes the procedure for holding open tender for the determination of the registrar of grain receipts. Grain receipt shall be intended a warehouse certificate in the form of a non-documentary receipt non-emission security confirming the right of ownership to a certain grain quantity. Potential providers of services as registrar of grain receipts must comply with the following requirements: (a) to have available web-site; (b) to use a free and open source database management system code; (c) to use a free and open source operating system; (d) to hold certificate of acceptance of the information system into commercial operation in in accordance with the legislation on informatization; (e) to be in possession of an act with a positive result of testing the information system for compliance with information security requirements in accordance with legislation on informatization; (f) to have expertise of technical documentation of the information system in in accordance with the legislation on informatization; (g) to have a certificate of compliance of the information system with the requirements information security in accordance with the legislation on of informatization; (h) to use blockchain-platform for storing information data of the grain receipt system; (i) to allow to perform operations with grain receipts in accordance with the Rules of electronic register of grain receipts’ holders; (j) to be integrated within the system of state electronic databases; and (k) to operate 24 hours a day, 7 days a week, except for technical breaks.
