Order No. 31 of the Ministry of Agriculture validating the Regulation on the issuance of export and import permits for endangered animal and plant species.

This Order implements Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and establishes the common modalities for the issuance of export and import permits for endangered animal and plant species, or parts or derivates thereof, included in Annexes I, II, III of the Convention. It shall be mandatory for all legal and natural persons. The permit application must contain the following data: (a) purpose of export or import; (b) name of species in Russian and Latin; (c) description of wildlife product(s); (d) number of species or weight of animal product(s); (e) origin; (f) projected date and customs clearance office; (g) confirmation of the minimum transportation risks for live animals and plants; and (h) legal address of the exporter and importer.
