Résumé

This Regulation establishes the procedure for the development of projects for the reclamation of disturbed land. Disturbed land shall be intended land that has lost its landscape pristineness and value, or is a source of negative impact on the environment due to disturbance of soil cover, hydrological regime and terrain as a result of human production activities. Development of projects for reclamation of disturbed lands is carried out according to the request of interested land owners or land users on the basis of an agreement concluded with the developer. When developing projects for the reclamation of disturbed land, the following are taken into account: (a) natural conditions of the area (climate, soil and vegetation cover, geological and hydrological conditions); (b) prospects for the development of the region; (c) the actual or predicted state of disturbed land at the time of reclamation (area, landforms, degree of natural overgrowth, presence of fertile and potentially fertile soil layers, flooding, erosion processes, pollution levels); (d) indicators of the chemical and granulometric composition, agrochemical and agrophysical properties, engineering-geological characteristics of overburden and host rocks and their mixtures in dumps; (e) economic, sanitary and epidemiological conditions of the area of placement of disturbed land; and (f) requirements for environmental protection. When conducting an on-site survey, the following are carried out: (a) topographical research; (b) soil reclamation planning; (c) agroforestry estimates; and (d) geological and hydrogeological survey.
