Order No. 25 of the Ministry of Natural Resources and Environmental Protection validating the Regulation on setting up, protection and registration of biosphere reserves.

Résumé

The Regulation consists of 6 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) classification of biosphere reserves (sect. 2); 3) the modalities of setting up biosphere reserves (sect. 3); 4) the modalities of functioning of biosphere reserves (sect. 4); 5) protection of biosphere reserves (sect. 5); 6) registration of biosphere reserves (sect. 6). Biosphere reserves shall be considered areas allotted for the purpose of conservation and reproduction of one or several species and maintaining general ecological balance. The biosphere reserves shall be classified in the following manner: 1) landscape reserves destined for the conservation of precious natural complexes; 2) biological (botanical, zoological) reserves destined for the conservation of protected and endangered animals and plants; 3) paleontological destined for the conservation of minerals and mineral deposits; 4) hydrological (marsh, lake, river) destined for the conservation of precious water objects. The proclamation of the state biosphere reserves shall be carried out by authority of the Council of Ministers and shall not entail expropriation of land. Depending upon the destination of biosphere reserves the following activities can be prohibited on their territory: 1) ploughing up; 2) some types of forest management; 3) hunting; 4) fisheries; 5) mowing; 6) grazing; 7) collection of berries, fruits and flowers; 8) land reclamation; 9) tourism; 10) extraction of minerals, peat and sapropel. The Ministry of Natural Resources and Environmental Protection shall keep record of each national biosphere reserve.
