This Order enters into force ten calendar days after the date of its official publication.
Résumé

This Methodology establishes the procedure for conducting the analysis of the total environmental benefit. The Total Environmental Benefit Analysis is an approach to the selection of best oil spill response methods aimed at maximum protection of human health and the environment. Total Environmental Benefit Analysis process includes the following steps: (a) collection and evaluation of information; (b) predicting the consequences; (c) search for compromise solutions; and (d) choice of optimal methods. At the stage of collecting and evaluating information, the following is required: (a) definition of a spill scenario, based on which shall be identified the following information: about an incident or accident, about the state and movement of oil, about identifying resources at risk; and (b) identification of possible oil spill response methods. For each proposed scenario, the following information is determined about the incident or accident: (a) location; (b) type and properties of oil; (c) spill volume; and (d) the duration of the spill, the prevailing hydrodynamic and meteorological conditions, time of year.
