Order No. 154 of the Ministry of Environmental Protection and Nuclear Safety validating the Regulation on the modalities of examination of the documentation and issuing authorization for the emission of pollutants in the atmosphere by stationary sources.

Résumé

The Regulation consists of 4 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) the list of documents for obtaining the authorization for the emission of pollutants (sect. 2); 3) requirements and terms and conditions for obtaining of the authorization for the emission of pollutants (sect. 3); 4) the modalities of issuing the authorization (sect. 4). Enterprises, institutions, organizations and individual entrepreneurs that carry out emissions of the pollutants in the atmosphere by stationary sources must have the authorization for the aforesaid activity. The authorization shall be issued by the structural branches of the Ministry of Economic Security. Legal and natural persons for obtaining the authorization must forward the following documentation: 1) application; 2) projected rates of emissions of the pollutants in the atmosphere; 3) reference data concerning the observance by the applicant of the arrangements for the reduction of emissions. The authorization shall be issued in case of the compliance with the following terms and conditions: 1) observance of the established maximum allowable limits of emissions; 2) attainment of the emissions standards within the established period of time; 3) compliance with the established emission standards in the process of operation of machinery and equipment. One of the most important conditions for issuing the authorization shall be the establishment of the requirements for the observance of technological emission standards i.e. the maximum allowable limit of the mass of substances contained in a unit of gas (mg/m3, g/m3) emitted by the stationary source.
