Anti-corruption examination shall be intended detection in normative legal acts, drafts of normative legal acts of corruption-causing factors and development of recommendations for their elimination. It establishes that normative legal acts and draft normative legal acts related to the following issues shall be subject to mandatory anti-corruption expertise: (a) human and civil rights and freedoms; (b) powers of public authorities and local government, powers of persons authorized to perform state or local functions of municipalities; (c) provision of administrative services; (d) distribution and spending of funds of the State budget and local budgets; and (e) competitive (tender) procedures. During the examination, the following corruption-causing factors shall be identified and assessed: (a) unclear definition of functions, rights, duties and responsibilities of bodies of state power and local self-government, persons authorized to perform the functions of the state or local self-government; (b) creating excessive burdens for recipients of administrative services; (c) absence or unclearness of administrative procedures; and (d) absence or shortcomings of competitive (tender) procedures.
