A Field officer shall direct irrigators of watercourses to re-construct, maintain or improve the watercourse (sect. 3). The Association, which has reconstructed or improved a watercourse, shall be entrusted with the future maintenance of the watercourse as provided for in section 4. Irrigators of a watercourse may form an Association to be known as Water Users’ Association and shall apply to the Field officer to obtain a certificate of registration (sects. 6-8). Any disputes arising between Associations shall be referred to the Field officer for decision (sect. 9). The registration of an Association may be cancelled by the Field officer as provided for in section 10. Sections 11 and 12 provide for liabilities of Associations and offences.
