A ship registered in the State shall not carry in bulk a cargo of 2,000 tonnes or more of oil unless there is in force in respect of that ship a contract of insurance, or other financial security approved of by the Minister in respect of liability for pollution damage indemnifying the owner of the said ship for a specified amount. The amount of security for ship which is not registered in the State or in another Convention country (defined in the Oil Pollution of the Sea (Civil Liability and Compensation) Act, 1988) carrying to or from a harbour, terminal installation 2000 tonnes or more of crude or fuel oil is also specified.
