The District Governors shall regularly order local officials to search and identify noxious weeds and to report noxious weed to the Director of Agriculture. The local government officials shall have the power and authority to enter upon any land to search for and destroy noxious weeds. The official shall, before entering upon any land, inform the owner or the user of the land of the reason for the search. Owners and users of land shall destroy noxious weeds and may be advised by the Director of Agriculture on the proper method to most effectively destroy noxious weeds and prevent seeding.
